Basic Section Formatting - Margins/Padding

I had an idea for something on my page and came to find out that a common element feature wasn’t available. That is, simple margin/border and padding variables, on just a basic headline section. The headline section could also be used as just a spacer.

What I ended up doing was adding a “feature” section so it could hold what was really just a custom variable headline. The problem here is way too much space above and below this section the headline. I went to look for the padding settings like in most block site builders, just to decrease the spaces.

So, the feature request is two things:
1) A Blank Headline or Text section. and,

2) The ability to adjust padding above and below the text content, as well as possibly the margin.
